The five counters

Every merchant buys back its own categories, and no two lists ever overlap: what Laplace turns down, someone else takes, and no item has two buyers.

An item that falls into none of the nine bought-back categories has no buyer in the game. That is the case for every raw resource, and it is not a blacklist: their buyback price falls to zero on its own.
