What you can buy, affinity tier by affinity tier
Seven rungs. Tiers run from 1 to 8 and everyone starts at the first, so 20 of the 29 offers are there on day one. The last six rungs hold the other nine.
Two consumables and one tool always on the shelf, then two rotating pools: the stall shows 3 of the 12 potions and 2 of the 5 seeds each day. Tiers 3, 4, 5, 6, 7 and 8 widen the rotation. The number after the price is the purchase cap per day, and it rises with affinity too.

How these eight tiers are climbed
Affinity is earned by trading, but the two directions are not worth the same.
The same endercoin earns 2,5 times more reputation spent than taken in. A shop is unlocked by buying from it.

The daily buyback is the only shop cap counted in endercoins rather than in items: it decides how much a harvest can bring in over a day.
The five counters
Every merchant buys back its own categories, and no two lists ever overlap: what Thalor the Gatekeeper turns down, someone else takes, and no item has two buyers.
An item that falls into none of the nine bought-back categories has no buyer in the game. That is the case for every raw resource, and it is not a blacklist: their buyback price falls to zero on its own.
